PHS Community Services Society provides supportive housing, healthcare, harm reduction and health promotion for thousands of vulnerable underserved people every day in Vancouver’s Downtown Eastside and Victoria. Founded in 1993, we are a charitable non-profit that manages more than 1,950 units of supportive housing and shelter and are internationally renowned for pioneering low-barrier housing and harm reduction.

We serve a growing number of people with severe health needs that include severe mental illnesses, substance use disorders, brain injuries, dementias and physical disabilities. They cannot be housed without supports and yet, the behaviours and challenges caused by their conditions exclude them from other housing and services. PHS cares for people who get turned away elsewhere and have nowhere else to go. 

Our Insite program was North America’s first supervised injection site and has operated safely for over 20 years with not a single overdose death. We also offer ground-breaking medical-grade alternatives to street drugs through our prescribed supply programs.

Other essential, low-barrier community services PHS provides include medical care, affordable dentistry, a credit union branch (in partnership with Vancity), a managed alcohol program, supportive recovery programs, and a food program providing over 2,200 meals daily. Our collaboration with Culture Saves Lives allows us to offer services to inner-city Indigenous communities.
