Quebec government aid covers only essentials

Generally in disaster situations, the Red Cross takes care of the first three days before Quebec’s civil security takes over and assumes the costs.

Quebec’s civil security service website gives some indication of the conditions under which provincial aid will be available, stating that only essentials are covered, noting that people are required to insure their goods, and that government aid is not a substitute for insurance coverage.

The site also gives details about the aid available for victims of recent flooding in the province. Applying those same rules for people who lost their homes in Lac-Mégantic, victims could receive up to $3,000 for temporary shelter.

Starting Tuesday, which will be the fourth day since the runaway train loaded with crude oil thundered into the centre of Lac-Mégantic, catching fire and exploding, survivors who lost their homes would be eligible to receive $20 per person per day, up to 100 days from the provincial government, and longer in exceptional circumstances.

The website also says that in such cases of disaster, a homeowner whose home was lost can sell it to the municipality for $1 and receive up to $150,000, depending on the municipal evaluation.
